The U.S. Small Business Administration’s (SBA’s) Section 8(a) Business Development Program has historically evolved slowly. Recent federal actions, however, signal meaningful changes for Section 8(a) contractors. The SBA’s new 8(a) program guidance and non‑compliance protocols introduce updated expectations that may affect contractors and Alaska Native corporations (ANCs).
In the Spring 2026 issue of The Alaska Contractor, the official magazine of the Associated General Contractors of Alaska, Dorsey's Alex Hontos, Bonnie Paskvan, Eric Weisenburger, and Loni Hinton explain the new "race neutral" guidance and the implications of non-compliance. They write: "Based on the recent upheaval in the 8(a) program, current and prospective program participants should consider adjusting their strategies to gain or maintain program eligibility."
