Overview
Eric is a partner in Dorsey’s office in Minneapolis. He represents clients in complex and high-stakes government contracting matters, including investigations, litigation, and compliance questions to help government contractors and grant recipients work through the vast network of federal and state rules to maintain eligibility while competing for and performing public contracts and grants. He has a wide range of experience in government contracting litigation including appearances before the Court of Federal Claims, Government Accountability Office, and numerous state courts around the country.
Eric is closely involved with the Model Procurement Code Revision Project—a project by the American Bar Association Public Contracts Law Section (ABA PCL), National Association of State Procurement Officials (NASPO), and Partners for Public Good (PPG) to revise the Model Procurement Code (MPC) relied on by states and local governments across the country to develop their rules for government purchasing.
Eric also maintains an active practice in tribal law, including lecturing at Oklahoma State University on Administrative Grant Practices and Compliance for the OSU Tribal Finance and Accounting Program.
Eric is an editor of FCA Now, Dorsey & Whitney’s False Claims Act blog, and was named a Minnesota Super Lawyers Rising Star in 2024 and 2025.
Eric maintains a pro bono practice, including recently successfully representing several veterans and their families that were denied benefits by the Department of Veterans Affairs at the U.S. Court of Appeals for Veterans Claims.

- Developed template subcontract for prime contractor to comply with Federal Acquisition Regulation requirements.
- Developed internal Federal Acquisition Regulation compliance plan, including as related to updated National Defense Authorization Act requirements.
- Successfully obtained remand at the U.S. Court of Appeals for Veterans Claims of a denial of benefits by the Department of Veterans Affairs for the spouse of a veteran.
- Represented defense contractor during an investigation related to potential multi-million dollar False Claims Act issues.
- Represented research institution through government investigation.
- Provided subject-matter expertise to clients to avoid regulatory concerns arising from several mergers and acquisitions.
- Represented third-party administrator through complex healthcare litigation.
- Represented insured through high-stakes commercial litigation against eight insurers.
- Second-chaired one-week commercial litigation jury trial.
