Overview

The Public-Private Partnerships (P3) Group is dedicated to serving clients who recognize the need to harness the unique strengths of both public and private sectors to create long-term solutions to the infrastructure and economic development issues that face communities today. With our guidance, Dorsey clients are able to structure public-private partnerships that leverage public authority and investment to attract private capital; and that leverage private investment, experience and expertise to reinvent the process of delivering and operating public assets.

We are market leaders in providing assistance on large-scale infrastructure projects and public-private partnerships in a wide range of sectors including transportation, education, health care, and sports and entertainment. 

Dorsey regularly assists public clients and their advisors in developing the framework and value-for-money analysis required in determining the best procurement solution on a project-specific basis.  We provide guidance from project inception through financial closing, with proven results in delivering a streamlined procurement process.  We have the depth to assist public clients with environmental review, permitting, public financing, claims, change-orders, disputes, and protests.

Dorsey’s P3 team includes a deep bench of experience in representing the private sector on all aspects of design-build and P3 projects, including RFP negotiation of financial, commercial and technical terms, proposal strategy, risk mitigation, teaming and drop-down agreements, design subcontracts, and interface agreements.  Our team has effectively managed complex procurements on behalf of consortia, DBJV teams and contractors and dealt with the multitude of challenges that arise as complex projects progress.

From project inception to completion, Dorsey is well-equipped to address the full spectrum of legal issues encountered throughout the life-cycle of mega P3 and infrastructure projects.
