Dorsey Partner Larry Ward offered perspective on President Donald Trump’s approval of NVIDIA Corp.’s sale of its H200 artificial intelligence chip to China, a development drawing attention in ongoing debates over U.S. export controls and national security. The administration stated that the chip will only be sold to approved customers, with safeguards intended to protect national security interests.

Larry, Chair of Dorsey’s National Security Law Practice Group, shared his perspective on the decision in an interview with Techstrong IT

“Over the last few years, there has been considerable debate over whether export controls on NVIDIA’s chips was truly centered on national security concerns or ensuring the United States remains the technological leader in the space. The reality probably rests somewhere in the middle.” 

Larry also addressed the international “chip war” in Observer: “It is difficult to see how this move will benefit national security, on the one hand, or technological competitiveness."
