In both vertically integrated and organized markets, Bobby has led commercial, regulatory, and litigation aspects of wholesale power sale and purchase transactions, transmission development, industrial and manufacturing loads, and cloud storage and data center projects.
On the generation side, Bobby has supported the development of all aspects of nuclear, solar, wind, and battery energy storage systems, including project finance, the acquisition and development of existing and new advanced nuclear facilities, and long term off-take agreements.
Clients deeply appreciate his keen, practical perspective when working through transactions and navigating regulations. This perspective is the result of a deep understanding of the utilities and energy markets, gained from decades of working for investor-owned utilities, a federal agency and transmission system, and cooperative and municipal public power systems.
Whether supporting clients at the negotiating table, before boards, at state commissions, or in federal regulatory matters, he brings a solutions-oriented approach developed through significant roles at Duke Energy, TVA - the Tennessee Valley Authority, and NiSource.

Strategic Initiatives
- Secured approvals, implemented new business practices, and integrated the reform into enterprise-wide transition strategies, to cut interconnection timelines by more than half.
- Developed the analytical model demonstrating systemic risks of unplanned PURPA solar procurements, leading to the elimination of billions in rate-payer compulsory over-procurements and contributing to legislative reforms.
- Designed and implemented an alternative financing mechanism to fund system upgrades for new generation assets, also reduced cost recovery lag and leakage.
- Launched and executed on reforms to accelerate commercial, third-party installation of zero-emissions power production.
Transactions & Procurement
- All aspects of developing and negotiation over 45 GW of installed wind, nuclear, solar, biomass, and battery storage assets, including project development, asset acquisition, permitting, and project finance agreements and related transactional documents.
- End-to-end development of carbon offset projects, markets for emissions-free attributes, and structured environmental commodity transactions, including marketing and trading.
- Negotiated and secured state and federal regulatory approvals for purchase of nuclear and fossil electric generation assets, including requirements and asset purchase contracts.
- Developed Swaps and derivatives financial risk transactional framework and set up the Dodd-Frank compliance program for an international and multi-state enterprise.
- Represented an investment fund with power supply matters to create and close a powered land transaction with a data center developer and artificial intelligence services provider.
- Helped develop and negotiate a service structure that provides for a substantial investment in new generation, battery storage, and transmission assets to serve a large load data center for a leading artificial Intelligence company.
Regulatory and Cost Recovery
- Secured state regulatory approvals for multi-state utility mergers and acquisitions.
- Achieved a wholesale rate design change to prevent approximately $900 million in under-recovery of costs over the life of the rate schedule.
- Created and led litigation strategy that resulted in unique changes to FERC-filed demand allocation rate design to prevent rate class subsidies and cost shifting.
- Recovered over $1 billion in coal ash combustion residual costs arising from changes in state and federal coal combustion residual management and storage.
- Avoided an over $500 million financial depreciation restatement liability resulting from changes in rate structures, including litigation, mediation, and settlement before FERC.
