Overview
As both a former trial attorney for the U.S. Department of Justice, Civil Rights Division, and assistant United States attorney with extensive experience leading large-scale federal investigations and litigation, Matthew knows how to help clients navigate through even the most complex government investigations and disputes. Matthew’s practice includes advising clients across industries on the False Claims Act, Anti-Kickback Statute, government contracting disputes (including bid protests), and complex litigation and appeals.
Matthew has substantial experience across all stages of litigation, from pre-litigation dispute resolution and dispositive motions to trial and appeal. As an attorney for the United States, Matthew litigated fraud claims, suits against state agencies, administrative appeals, and adversary bankruptcy proceedings in various federal courts across the country. These experiences have given Matthew keen insights on how to effectively advocate for his clients’ interests in a variety of settings.
As a former state assistant attorney general responsible for advising a state Medicaid program, Matthew also has deep familiarity with federal healthcare programs. In that role, Matthew regularly represented his agency client in state administrative, district, and appellate courts, and served as trial counsel in a two-week federal trial. As a result, Matthew knows the inner machinations of state program administration.

- Represented the United States in Fraud Injunction Statute actions leading to successful return of millions in fraud proceeds to victims. *
- Represented the United States in federal court against state agency alleged to have operated statewide program in violation of federal civil rights laws. *
- Represented United States in adversary bankruptcy proceeding over fraudulently-obtained debt through discovery, trial, and appeal. *
- Represented state agency before state district and supreme courts in high-profile dispute over Medicaid service coverage. *
- Secured appellate victory on behalf of state agency before state supreme court appeal on classification of Medicaid trust funds for purposes of estate recovery action. *
- Represented state-run facility in federal civil rights litigation from pleadings through two-week trial. *
- Secured dismissal of class action against state agency in suit challenging statewide program compliance. *
