Overview

Matthew combines his experience investigating fraud at DOJ with inside knowledge of federal healthcare programs to vigorously protect clients’ interests.

Matthew is a former United States Department of Justice trial attorney and assistant United States attorney (AUSA) with a national practice defending against False Claims Act, Anti-Kickback, and other civil and criminal federal investigations. Matthew’s practice extends to government contracting, including representing government contractors in bid protests and other disputes, as well as assisting clients in other interactions with federal, state, and local government agencies, such as open records/FOIA requests, grant administration, and compliance.

As a former assistant United States attorney, Matthew developed his expertise in federal investigations through years of working with federal partners to enforce the False Claims Act, the Anti-Kickback Statute, the Controlled Substances Act, and various other civil and criminal federal authorities in healthcare, government contracting, import/export, and a wide range of other industries.

Matthew is also deeply invested in the issues facing institutions of higher education and school districts, having enforced federal civil rights laws against state and local agencies as a trial attorney in DOJ’s Civil Rights Division. While there, Matthew took a leading role in his Section’s flagship litigation under the Americans with Disabilities Act, a responsibility he took in addition to leading education-related civil rights investigations across the country.

Before joining DOJ, Matthew served as the state of Iowa’s lead Medicaid policy counsel, where he advised the state Medicaid program as the primary point of contact on Medicaid compliance, regulations, eligibility, and program litigation. In that role, Matthew regularly argued before state and federal trial and appellate courts.

  • As attorney for the United States, obtained millions of dollars in False Claims Act and Anti-Kickback Statute settlements from healthcare providers, defense contractors, importers, government contractors, and others. *
  • Represented the United States in Fraud Injunction Statute actions leading to successful return of millions in fraud proceeds to victims. *
  • Represented the United States in federal court against state agency alleged to have operated statewide program in violation of federal civil rights laws. *
  • Represented United States in adversary bankruptcy proceeding over fraudulently-obtained debt through discovery, trial, and appeal. *
  • Represented state agency before state district and supreme courts in high-profile dispute over Medicaid service coverage. *
  • Secured appellate victory on behalf of state agency before state supreme court appeal on classification of Medicaid trust funds for purposes of estate recovery action. *
  • Represented state-run facility in federal civil rights litigation from pleadings through two-week trial. *
  • Secured dismissal of class action against state agency in suit challenging statewide program compliance. *
