Dorsey partners Megan Houdeshel and Michael Drysdale presented at the Special Institute on Federal Administrative Practice in the Context of Project Development, hosted by the Foundation for Natural Resources and Energy Law on April 16–17, 2026. The two‑day program offered practical guidance on navigating today’s evolving federal permitting landscape—from early agency engagement through post‑authorization issues such as appeals, enforcement, and litigation risk.

As Program Co‑Chair, Megan helped guide the Institute’s programming and facilitated key portions of the event, drawing on her experience counseling clients on major project development, permitting, compliance, and enforcement. Michael led a session titled Administrative Appeals, focusing on the new DOI Office of Hearings and Appeals regulation and providing an overview of key administrative appeal bodies, including IBLA, EAB, IBIA, and NAD, along with strategic considerations for managing appeals.
