Partner in the Public Finance group. Serves as Bond Counsel and underwriter’s counsel in connection with general obligation and utility revenue bonds, industrial revenue bonds, housing bonds, hospital and other health care revenue bonds and lease revenue bonds and certificates of participation in municipal leases. Advises municipalities, economic development authorities, housing and redevelopment authorities, and rural development finance authorities, and private developers on economic development matters, including tax increment financing and property tax abatement. Advises banks and other financial institutions in connection with the purchase of municipal obligations or the issuance of letters of credit or other credit or liquidity enhancement instruments. Mr. Endorf advises clients and other members of the Public Finance Group on arbitrage and arbitrage rebate matters and refunding transactions and reviews and provides opinions on arbitrage rebate calculations. He has over 35 years of experience in public finance throughout the country, including Minnesota, North and South Dakota, Wisconsin, Montana and Missouri public finance matters. He has served as a panelist at the Bond Attorneys Workshop, given presentations on public finance matters to the South Dakota Municipal League both the Minnesota and Wisconsin Government Finance Officers Association and been a presenter at continuing legal education seminars in Minnesota, as well as participating in several webinars relating to the public finance aspects of the American Recovery and Reinvestment Act of 2009. He regularly drafts legislation in Minnesota and occasionally in South Dakota.
